A late objection by Oxfordshire Highways Department was sufficient to prevent the application being granted permission although the Planning Committee were in two minds of proceeding despite the objection. In the end, the Planning Committee delegated the decision tot he Planning Officers to reach an agreement with Highways Department and Earth Trust which would remove any objections. If the Officers were unable to achieve this, they were asked to return to the full Planning Committee for further consideration.
After two years the planning rules required that the application be determined, and after further negotiations, Oxfordshire County Council Highways Department removed their objection as long as certain conditions were applied to the planning permission.
